Blitz-interview with Azerbaijani ambassador to Germany Parviz Shahbazov
- A conference on the variants of resolution of the Nagorno Karabakh conflict from the Azerbaijani point of view has lately been held in the Berlin office of the political fund of Conrad Adenauer. Armenian mass medias wrote much about it claiming that Azerbaijan was recommended to reconcile with the established situation. Could you please, being one of the participants in the event, inform an Azerbaijani reader about what was really going on at the conference?

- I agree with you and I would like to note that as usually Armenian mass medias have their specific approach towards the information about the Nagorno Karabakh conflict in the way that is favorable to Armenia. It is not new to us.

First of all, I would like to note that those who spoke at the conference informed in details about the position of Azerbaijan noting that Azerbaijan supports the peaceful resolution of the conflict in the framework of the territorial integrity of the country.

Representative of the German fund of policy and science Uwe Halbah and referent of the secretariat of the faction of the Bundestag Christian-Democratic faction Reine Dornzeifer voiced their own opinions, supported the peaceful resolution of the conflict and recommended to use the mediation of international organizations, including the Council of Europe for the resolution of the conflict.

Refuting the information of Armenian mass medias, I would like to note that Dornzeifer did not say that Azerbaijan must reject a part of lands. He noted that Azerbaijan and Armenia must find ways out of the established situation.

In a response it was confirmed that Azerbaijan is interested in the soonest resolution of this conflict and uses all ways for the purpose.

As for the Council of Europe, it was noted that the due resolution on the Armenian-Azerbaijani conflict was adopted in the framework of this organization in 2005. This resolution says that the Armenian armed forces occupied a part of Azerbaijani lands, held ethnic cleansing and currently the occupation is going on. The resolution says that the Council of Europe is deeply concerned with the situation.

It should be noted that Armenian mass medias informing about the conference did not say anything about the report of famous German researcher on South Caucasus and Central Asian countries Johannes Rau.

Such approach proved again that statements, published in Armenian mass medias, are of propagandist nature. Rau said in his report that the conflict resolution must base on the territorial integrity of Azerbaijan, Armenian armed forces must be withdrawn from the occupied lands. As for Nagorno Karabakh, this region can be granted a high automony and the relations between Baku and Khankendi must be built in the vertical way.

He added that being a researcher he studied the position of the Armenian public and researches showed that Armenian public has an ambiguous attitude towards the occupation of Azerbaijani lands and in most cases it is against it, being aware that there will not be peace in case of violation of the territorial integrity of Azerbaijan. To prove his words, he listed the quotes from the statements of some Armenian politicians.

The event was attended by some Armenians Gayane Apinyan and L.Sargsyan, who attempted to introduce themselves as representatives of Nagorno Karabakh Republic in Germany.

In this connection after my appeal to the representative of the fund of Conrad Adenower, Hefelei, chairing the conference, was informed about the status of these persons. He said the fund does not recognize any structure as a permanent representative of "Nagorno Karabakh Republic" in Germany and the said people can take part in the event only as individuals, residing in Germany.

I also voiced my protest to the fact that Apinyan claims to be permanent representative of non-existing "Nagorno Karabakh Republic" in Germany. I noted that Apinyan holds a provocative activity in Berlin, attempting to get political dividends from misinforming not only German NGOs, but also state and legislative structures.

The German government does not recognize the separatist regime functioning in the occupied lands of Azerbaijan and the structure, which Apinyan claims to represent, is not registered in Germany. It allows to call Apinyan and his colleagues as impostors.

Moreover, I have noted that there is no such concept as "Nagorno Karabakh people". Azerbaijani and Armenian communities have coexisted in the Nagorno Karabakh region of Azerbaijan. During the conflict a part of Azerbaijani community was terminated as a result of ethnic cleansing, while another part was driven away from the lands. Therefore, such people as Apinyan, have no right to speak on behalf of the Karabakh people.

I would like to note that the leadership of Azerbaijan, that supports the resolution of the Karabakh conflict, has been taking all possible measures in this direction and in the future it intends to continue efforts in this direction. Yet, there is a limit to the patience of Azerbaijani people. Under international law, application of force against the territorial integrity allows Azerbaijan to give an adequate response. In case the territorial integrity of Azerbaijan is not restored, there will not be peace and stability in the region. The future development of the South Caucasus region depends on the resolution of the Karabakh conflict.

- What can you say about the level of intergovernmental relations between Azerbaijan and Germany?

- Azerbaijan and Germany maintain strong and developing relations. Both countries are interested in the greater development and deepening of cooperation. Currently most spheres in the bilateral relations including political, economic, cultural-humanitarian - are developing successfully and deepening.

Mutual visits, numerous documents, events in economic, political and cultural spheres, are main indicators of bilateral relations.

The year of 2008 was full of significant events in the history of relations between Azerbaijan and Germany. The year of Azerbaijan was held for the first time in the relations with the Western European countries in Germany. Under support of the Ministry of Culture and Tourism and other state structures, German and Azerbaijani NGOs, about 100 cultural events in the framework of the year of Azerbaijan were held in Berlin and other federal lands of Germany from March until December of 2008.

These events were playing an important role in the familiarization of Europe with Azerbaijan, presenting true facts about our country. The event on closing the year of Azerbaijan, was held in Stutgart, in the capital of the federal land of Baden Wurttemberg. Coverage of the year of Azerbaijan by German mass medias, including such TV and radio channels as RBB and SVR, attracted attention of the German public to our country.

Weeks of German culture will be held by a decision of the German government in Azerbaijan to continue cultural relations in 2009.

Day.Az releases statement about resentment of several public organizations of Armenia
Several public organizations of Armenia appealed to the leading television companies of the country with the demand to include the Karabakh province of Azerbaijan not to the borders of the former NKAO, but along with other seven occupied regions of Azerbaijan.

The statement fixes that on December 9 the youth organizations, illegally functioning in this area of Azerbaijan, appealed with an open letter to Armenian President Serzh Sargsyan with a demand to replace the map of NKAO, "which has long become a history" with the map of "Nagorno Karabakh Republic". The authors of the appeal voiced resentment by the fact that Day.Az uses the term of "Western Azerbaijan" about some regions of Armenia.

In this connection, Day.Az has to announce that it partially agrees with the leaders of the youth organizations of the occupied Nagorno Karabakh, which were not registered in the Azerbaijan's Justice Ministry in the duly manner, in the sense that NKAO has really sank into oblivion together with its quite provisional borders, which artificially divided the historically single Karabakh into upper and lower parts. Yet, there is no "Nagorno Karabakh Republic" and especially "its map". The wish to see what is not real indeed is called "an illusion" and the fact that Armenia sees what the entire world does not see proves the definite talent of the Armenian nation in the sense of transcendental meditation.

As for the term "Western Azerbaijan", Day.Az states that it will stop using this term, as soon as the government of Armenia makes a statement about recognition of the territorial integrity of Azerbaijan within the borders of former Azerbaijan SSR (including Nagorno Karabakh, Kerki village of Nakhchivan, Ashaghy and Yukhari Askipara, Gushchu Ayrim, Barkhudarli villages of Gazakh), prohibit te use of the term "Western Armenia" about the eastern provinces of Turkey and removes the image of Aghri-Dagh mountain, which is on the territory of a different country from the state anthem. Then it will be possible to speak about terminology.
 
Armenians kill an Azerbaijani soldier, wound the other
 
 
Armenians killed an Azerbaijani soldier and wounded the other near Gapanli village of Terter region last night.

APA’s Karabakh bureau reports that four servicemen of Armenian armed forces crossed the territory controlled by Azerbaijani Army in Gapanli village of Terter region and fired at the soldiers. They killed a soldier, wounded the other, took their arms and returned.

According to initial reports, a group of Armenian intelligence officers approached the post, introduced themselves as commanders and said they wanted to check the post. When one of the soldiers understood that they were not commanders, the enemy began to fire. Khasiyev Uzeyir Elshad, 19, who had been drafted from Zagatala, was killed. The other soldier Huseyibov Islam Huseyib was wounded. He was also reportedly drafted from Zagatala.

“I do not judge, humiliate president in connection with his ethnic origin, on the contrary I express my respect. I criticize president for not seeing or ignoring the dangers of Turkey and not taking necessary measures,” member of Republican People’s Party (CHP), MP Janan Aritman told journalists in the parliament, APA reports. She said that new strategy of Armenia and Armenian Diaspora is to make Turkish people to admit the Armenian genocide. Aritman also touched on assessment of her statement as disgrace in media and political circles. She said those who say it do not know the meaning of the word disgrace. The parliamentarian said she received many calls and e-mails from people. “People say “we support you, you are the voice of the nation”. My assistants and I do not find time to answer the calls and e-mails,” she said. Janan Aritman also said she was threatened. “I have never been afraid of anyone. I do not pay attention to these threats. I am happy to be the lawyer of the nation. I will continue it,” she said.
Azerbaijani Culture Days to take place in Switzerland next year
 
 
Azerbaijan and Switzerland signed a document about hosting mutual Culture Days in 2009. Azerbaijani embassy in Switzerland told APA the document was signed within the framework of Azerbaijani deputy minister of culture and tourism Adalat Veliyev’s visit to Switzerland. Head of the Culturescapes Festival Art Services Organization Yoon Kooiman signed the document on behalf of Swiss side. According to the agreement Azerbaijan and Switzerland will host Culture Days of each other next year.
Armenian armed forces locating in the occupied lands of Azerbaijan violated ceasefire on December 3 and 4.

According to the press service for the Defense Ministry of Azerbaijan, the Armenian armed forces fired at positions of Azerbaijani army locating just opposite their posts near Chayli, Seysulan, Gyzyl Oba, Goyarkh villages of Terter, Kuropatkino village and a nameless height in Khojavend
Moreover, Armenians fired at Azerbaijani positions in Kokha Nebi village of Tovuz, Azerbaijan from their posts in Chinari village of Berd, Armenia.
The enemy used machine and submachine guns.
Armenians were stopped by response fire. No casualties were reported.

There occurred a clash between the Azerbaijani and Armenian soldiers on the night of Sunday.
Azerbaijani army soldier Orkhan Shamilov died in the result of fire at Azerbaijani positions by Armenians, locating in the occupied lands of Azerbaijan, said spokesman for Defense Ministry of Azerbaijan Eldar Sabiroghlu.
He noted that Shamilov, being on the army duty, tried to silence the enemy.
By the information, in several minutes of fire exchange, Shamilov, continuing the fire, raised on attack. In the result, he managed to terminate two soldiers. Shamilov died.
The enemy managed to take the killed soldiers from the fire exchange zone, while Shamilov's body was left near positions of the Armenian armed forces and the Defense Ministry of Azerbaijan tries to get him out of there.
At the same time, Sabiroghlu refuted information of Armenian mass medias that Azerbaijani army divisions tried to cross the contact line and noted that the armed incident occurred for the reason of the violation of ceasefire regime by the Armenian side.
Shamilov was notably born in 1988 and was recruited by the military enlistment office of Terter in April of 2008.

Representative of occupational Armenian command Senor Asratyan refuted information about death of Azerbaijani army officer and statement about violation of ceasefire by Armenians.

He said the Armenian side observes the ceasefire regime.

"The information, spread by Azerbaijan, is false and disinforming", said Asratyan.

An officer of Azerbaijani Army was killed. APA’s south bureau reports that resident of Boladi village of Lankaran region, senior lieutenant Akbarov Samid Asif, 26, was killed as a result of the violation of ceasefire by Armenians in Fuzuli on November 8.

Representative of Boladi municipality of Lankaran executive power Ilgar Mehdiyev told APA’s local bureau that Akbarov had been buried in his native village the day before.

Students of 29 Iranian higher schools protesting arrest of Azerbaijani activists for Human Rights of Azerbaijanis living in Iran made a joint statement, World Azerbaijanis Congress Press Service told APA.
The statement condemns assimilation against non Persian nations and covers realization of Azerbaijanis’ demands by the Government.
The statement reminds that tens of youths, students, intellectuals have been arrested by Iranian intelligence service and undertaken tortures by them. The statement envisages breach of Article 15 and 19 of the Iranian Constitution.

Day.Az has received a letter from a reader, which says that the biggest gas company Gazprom helps restore the gas supply to Nagorno Karabakh de-facto.

According to it, the link on the map is posted on the official website of ArmRosgazprom in the section GAS-TRANSPORTATION MAP of Armenia.

By following this link we can see a gas transportation map of Armenia, which fixes that ArmRosgazprom is engaged in ensuring gas supplies of Nagorno Karabakh.

It should be noted that the Armenian-Russian closed stock company ArmRosgazprom was created by the Energy Ministry of Armenia, Gazprom, ITERA International Energy L.L.C (ITERA) on the basis of an agreement of August 30 of 1997. The society was founded for the term of 50 years. The term of the activity can be prolonged by the mutual consent of the shareholders.

Gazprom has the biggest share in the founding capital of ArmRosgazprom. It owns 67.94% of the founding capital, Armenian government holds 26.23% and ITERA 5.83%.

In other words it can be stated that company ArmRosgazprom is in fact owned by Gazprom and Gazprom, violating all international norms, promotes the development of the gas sector of Nagorno Karabakh, considering that Nagorno Karabakh belongs to Armenia.

Gazprom is notably the biggest gas company in the world. The government of Russia owns the control shares in Gazprom - 50.002%.

Another notable fact is that on July 3 of this year Russia and Azerbaijan agreed to initiate talks on provisions of the purchase of Azerbaijani gas by Russia.

"Azerbaijan will become another country to sell gas to Gazprom, while earlier it was Azerbaijan which bought gas from us", said Gazprom President Alexei Miller, adding that Gazprom is ready to cooperate with Azerbaijan.

How can we sell Azerbaijani gas to Russia, when the government of Russia provides de-facto assistance to the restoration of the gas supplies in Nagorno Karabakh? Who can guarantee that Azerbaijani gas will not go to Nagorno Karabakh via Armenia? How can we trust to this gas structure, which fully ignores the territorial integrity of Azerbaijan? Or, perhaps, Gazprom, in fact owning ArmRusgazprom, forgot that Nagorno Karabakh belongs to Azerbaijan?

In this sense, we call on the Foreign Ministry of Azerbaijan, the Cabinet of Ministers, Azerigaz and certainly the Azerbaijani embassy to Russia, which demonstrates quick reaction to such issues, to interfere with this problem and give an adequate response to Gazprom for this issue is seriously bound to the strategic interests of our country.
